First separate edition. ‘Victor Hugo, the illustrious French poet and exile, lately addressed the following brilliant and impassioned poem to Garibaldi, after the affair at Mentana [when the Italian’s volunteer force was defeated by French-Papal troops]. Excepting Mr. Swinburne, we have now no great poet whose muse is inspired by political freedom. Hugo’s poem, splendid with just invective, is the greatest political poem of recent times’ (p. [3]).

The ‘Oxford Graduate’ is the poet, (later Sir) Edwin Arnold (1832–1904), back from his years in Poona and now leading the way at the Daily Telegraph.
